1.9 million commercial registers: reading the Q2 2026 business bulletin

The Ministry of Commerce issues a quarterly bulletin on the business sector, and the press usually carries one number from it: new registers issued. The Q2 2026 bulletin holds considerably more, and the detail that never reaches the headlines is the part that helps anyone weighing up a market.

The headline figures

At the end of Q2 2026 there were 1,918,512 active commercial registers in the Kingdom, up 12% on the same quarter of 2025. More than 71,000 new registers were issued in the quarter alone.

This split matters more than the total:

Type Registers
Individual establishments 1,280,505
Companies 638,007

Two thirds of active registers are individual establishments, not companies. Most "businesses" in the Kingdom are entities owned by one person who carries their liability personally. That gets lost whenever the headline total is read as a count of companies.

The LLC curve

Limited liability company registers passed 612,000, a 173% increase over five years.

That figure is worth sitting with. Over the same period the number of establishments rose 18%, to 1.28 million — so LLCs are growing at roughly ten times the rate of sole establishments. The market is not only getting bigger, it is changing legal shape: from the sole establishment to an entity whose liability is separate from its owner's.

If that is the move you are weighing, the differences are laid out in company forms under the Saudi Companies Law, and the process in how to set up a limited liability company.

Who holds the registers

  • Women: 46% of establishment registers.
  • Young people: 38% of all registers.

Forty-six percent is not a token share; it is close to parity across the sole-establishment base. Any directory or marketing plan that assumes the decision-maker at a small business is usually a man is assuming something the figures do not support.

Where they are

Region Active registers
Riyadh 668,108
Makkah 397,029
Eastern Province 302,165
Qassim 101,550
Asir 95,990

Riyadh alone holds more than a third. The top three regions together exceed 1.36 million — about 71% of the total. That concentration cuts both ways: competition in Riyadh is harder, and everywhere else is both less crowded and harder to reach customers in.

What the bulletin does not say

A commercial register is not a measure of economic activity. An active register might belong to a business trading for twenty years, or to one registered last month that has not started. The bulletin measures neither revenue, nor employment, nor closure rates.

So 12% growth in registers is not 12% growth in the market. It means the number of registered entities rose by that much — a signal about how easy registration is and how many people are trying, not about how they are performing.

The international rankings

The bulletin notes the Kingdom moving to 3rd globally on an index of legislation supporting company formation, and 4th on economic opportunity equality.

Legislative indices measure the ease of the formal procedure, not its outcome. Easier to incorporate is not the same as easier to operate, and the two are routinely conflated by people quoting these rankings.
